Palm Coast City Council to Vote on Commercial Vehicle Parking on September 21

The Palm Coast City Council will meet at 9 a.m. on Tuesday, September 21. A special hearing on the city council budget will take place at 5:30 p.m. on Wednesday, September 22.

Agenda of the regular business meeting:

  • Palm Coast City Council will recognize a local Good Samaritan, Anthony Duncan, and several law enforcement and animal officers who rescued 17 dogs and cats held in the back of a U-haul trailer and in need of immediate medical attention.
  • The Human Resources department will recognize employees who have gone above and beyond to serve Palm Coast residents.
  • Palm Coast City Council will read a proclamation recognizing October as “Pink on Parade 5K” month for Advent Health-Flagler.
  • The Planning Division will present the proposed modification of Chapter 10.02 Management of floodplains of the Unified Code of Land Use Planning. On 8/18/2021, the Town Planning and Land Use Planning Regulatory Council voted 7-0 to recommend that city council approve the revisions as presented. This point was initially heard by the city council during its workshop on September 14, 2021.
  • The Department of Financial Services will present a proposal to amend the City’s Purchasing Policy, Chapter 2, Section 1, Division 3 of the City of Palm Coast Ordinance Code with respect to personnel titles and changes in departmental division name, an improved bid challenge process, updates to best practices regarding solicitation thresholds, and the addition of public-private partnership requirements under Florida Law 255.065. This point was initially heard by the city council during its workshop on September 14, 2021. Council did not suggest any changes at this point. However, upon further staff review, the ordinance was highlighted to reflect the updated schedule in section 287.057 (3), Fla. Stat.
  • The Planning Division will present a proposed ordinance to change the designation of the future land use map to 70.2 +/- acres of mixed to residential use and adding a site specific policy to limit development. on the subject property known as Seminole Trails, located 2.5 miles south of State Road 100 on the east side of Seminole Woods Blvd. The PLDRB held a public hearing to consider the proposed amendment on August 18, 2021. After a brief discussion, the Town Planning and Land Use Planning Regulatory Board voted 7-0 to recommend that city council approve the proposed modification.
  • The Planning Division will introduce changes to the Secret Gardens, which would inherently change 52.4 acres +/- from the General Office Zoning District to the High Intensity Commercial, Preservation and Public / Semi-Public Zoning Districts. The land is located on the east side of Old Kings Road, approximately 1.5 miles south of Palm Coast Parkway. This point was heard by the municipal council during its business meeting on September 7, 2021. No changes were suggested for this element.
  • The Planning Division will present Seminole Pointe, which would intrinsically rezone 71.74 acres +/- from planned development and general commercial zoning districts to multi-family residential and high intensity commercial zoning districts. The land located on the north side of the intersection between Seminole Woods Blvd. and US Highway 1. This point was heard by City Council at its September 7, 2021 business meeting. No changes were suggested for this item.
  • The Department of Community Development will seek guidance from Council on the advisability and the Commercial Vehicles Ordinance in Chapter 44, Article II. This point was heard by the city council during its workshop on September 14, 2021. The council asked to take the decision to modify the ordinance on commercial vehicles or to keep the existing ordinance at the next business meeting. .
  • The Community Development Department will present a resolution to adopt guidelines for the naming of public facilities. The City of Palm Coast wishes to establish guidelines and a procedure for naming or renaming public facilities owned or operated by the City to ensure a consistent and systematic approach to honoring individuals or organizations who have made a significant contribution to the city. This point was heard by the city council during its workshop on September 14, 2021. The council asked to include the community wing as part of this policy.
  • The utility will present a resolution approving the piggybacking of the City of St. Augustine’s contract with Engineered Spray Solutions Inc for the gravity sewer sealing and coating. Matching existing bidding contracts is advantageous since the price is generally better than what the city could get on its own, and the city does not incur the expense and time to solicit a bid.
  • The Utilities Department will present a resolution approving a Master Services Agreement with Harn R / O Systems Inc for the Nanofiltration Membrane Replacement Project. This contract (ITB-UT-21-50) will be for a single service contract for the purchase and replacement of membrane elements. The replacement of membrane elements is part of the objectives and priorities of the municipal council to make all infrastructures a priority in terms of maintenance and performance.
  • The Utilities Department will bring forward a resolution approving a Master Price Agreement with Ferguson Waterworks for the purchase of various utility supplies.
  • The city manager and the financial services department will report the list of emergency and sole-source purchases made during the month of August 2021.

Agenda for the Special Budget Hearing at 5:30 p.m. on September 22:

The Financial Services Department will present the Budget for the 2021-2022 Fiscal Year. In a series of budget workshops held from July to September, Financial Services presented City Council with an overview of the proposed budget for all earmarked funds. On September 9, 2021, the City of Palm Coast held its first budget hearing to adopt the draft budget and draft mileage rate. Staff will now provide Council with a presentation on the final budget for fiscal year 2021-2022.

The Financial Services Department will present the final budget of the SR 100 Corridor ARC. The first public hearing was held on September 9, 2021. The Board of Directors of the SR 100 Corridor Community Redevelopment Agency proposed by this is to adopt a budget with appropriate total expenses and reserves of $ 2,598,834.

Public comment will be open at the start and end of the business meeting in accordance with Section 286.0114 of the Florida Constitution and in accordance with City Council meeting policies and procedures. Each speaker will approach the podium, provide their name and may speak for up to 3 minutes.

Palm Coast City Council meetings are typically held three times a month. A business meeting at 6 p.m. on the first Tuesday of the month, a workshop meeting at 9 a.m. on the second Tuesday of the month, and a business meeting at 9 a.m. on the third Tuesday of the month. All meetings are held in the Community Wing of City Hall at 160 Lake Avenue in Palm Coast.
